NASA HQ CIO Consulting Support Case Study:

Binary supported NASA HQ’s Information Technology and Communications Division (ITCD) CIO. ITCD provides a full range of information technology capabilities and communications support for NASA headquarters, assisting HQ organizations in achieving their mission through the optimum application of information technology (IT). The goal for the NASA HQ CIO was to stand up business intelligence and analytics (BI/BA) as a shared service, while ensuring a successful and timely implementation by adopting an outcome driven approach to enterprise architecture.

Challenges: ITCD faced many challenges, including fragmented IT development and duplication which increased costs. NASA HQ Center CIO needed a way to facilitate more rapid strategic planning to enable stakeholder decision-making and adoption of the BI/BA shared service in a way that significantly enhanced mission outcomes, while reducing infrastructure and support costs. The CIO organization also had a perception issue, being viewed as providing only IT equipment, help desk, and other services addressing systems administration tasks involving commodity infrastructure. The NASA HQ Center CIO needed a way to better demonstrate and pilot the use of a streamlined, outcome driven approach to enterprise architecture specifically designed to enhance mission outcomes.

Solution: Binary applied their unique Outcome Driven Enterprise Approach™ (ODEA™), conducting a workshop with NASA HQ CTO and mission stakeholders most likely to benefit from BI and analytics solutions to get to a common understanding of relevant goals and objectives, as well as related capabilities, success criteria, disruptions and risks. The ODEA workshop collaboratively built an Outcome Statement that balanced and unified the common understanding at an enterprise level, set measurable goals, identified process owners and accountability, and laid the way forward towards an implementation roadmap.

Results: Binary enabled NASA HQ ITCD to deliver a unique approach to enterprise architecture and use it to demonstrate that direct benefits can be delivered to mission outcomes while simultaneously enhancing oversight and architectural alignment of the IT portfolio and capitalizing on cost savings opportunities.

In addition to capitalizing on potential cost savings opportunities through the use of shared BI/BA solutions, the project helped to forge a more strategic and mission-centric role for the CIO both at HQ Center and throughout NASA, and show how this same approach might work by analogy across the entire organization.

Agile Development

Binary has developed multiple systems, using their agile Outcome Driven Enterprise Approach, including asset management, financial management, contract management, visitor verification, and population health applications.

Financial Management Business System Application

Binary built the Reimbursables and Debt Management solution for Army Materiel Command.

Challenges: There were significant gaps associated with reimbursable and debt management process within the newly deployed ERP system, GFEBS and the staff lacked the knowledge to develop processes and requirements internally.

Solution: Binary led a cross functional team to identify the requirement gaps and develop a complete reimbursable and debt management process due to our in-depth GFEBS expertise and knowledge of all aspects of Army financial management operations.

Results: Binary successfully developed a custom solution for AMC to manage business processes, including indirect costs, overhead, consolidated buys, product orders, funds from other sources, and many other processes. Binary also helped AMC to better manage their Reimbursable Program for effective recoupment of funds.

POPULATION HEALTH APPLICATION DEVELOPMENT

Binary developed a mobile-enabled health application to support Project REACH (Real-time Electronic Access for Caregivers and the Homeless), an innovative challenge to create solutions that would provide real-time information to connect homeless veterans to care and service providers in their community. Project REACH was part of the VA’s Program to help “End Veteran Homelessness by 2015.”

The challenge was led by the Department of Veterans Affairs’ (VA) in cooperation with the Departments of Housing and Urban Development (HUD), HHS, and the Jon Bon Jovi Soul Foundation. Binary’s agile software development team created, HomelessConnections™, an innovative and scalable application that included:

  • Delivery of the most current and comprehensive information on service providers in a community – quickly and cost-effectively
  • Natural language interfaces vs techno-geek programming to locate relevant services and validate eligibility
  • Access from any computer or mobile device 24/7
  • Service geo-locator via the Internet or text message

 

The VA benefited by having real-time, accurate and consolidated information delivered in a standard format immediately to homeless veterans and those supporting them (case workers, social workers, non-profit organizations, service providers, etc.).

Binary was able to quickly mobilize HomelessConnections™ in just days to include temporary relief services to help relief workers and victims to find critical support services in the hardest hit areas of New Jersey and New York when Hurricane Sandy hit the region.

Benefits Assistance and Support System (BASS): Binary teamed with Atlas Research to support the Department of Veterans Affairs on their project to help at-risk Veterans. Binary extended its existing HomelessConnections™ application to create an expanded user-centric, comprehensive online and curated database of service providers and benefit information to help Veterans and their case managers quickly find and match to eligible mainstream benefits, as well as local and relevant healthcare, employment opportunities, and a variety of social services.

Binary’s agile delivery team completed the expanded application on time and budget, providing case workers and Veterans a tool for rapid research and exploration of any available benefit and the related eligibility rules and documentation requirements that matched, as well as find local and relevant social services. The BASS platform was piloted in major cities across the U.S.

IT/IM Support

Binary’s roots are in Information Technology and Information Management strategic planning and software development. We’ve worked with multiple agencies in the DoD, Intel, and Civilian side, providing agile Enterprise Architecture, Business Process Reengineering (BPR), Enterprise Design / Integration / Consolidation, End-User Systems Support & Training, Program / Project Management, and Information Assurance support.

Army Program Executive Office Enterprise Information Systems (PEO EIS), Product Manager, Power Projection Enablers (PdM P2E): P2E Program Management Support

Binary managed the P2E program, delivering enterprise-wide Information Technology capabilities to a globally connected Army, including the full spectrum of network and information services, to enable Soldiers, Commands and supporting organizations to access, process and act upon information, anytime, anywhere, and the application of force across all phases of Joint Operations.

Army 20th Support Command: SATCOM Requirements

Binary supported the 20th Support Command’s Hot Zone detection and disarmament of nuclear, biological and weapons of mass destruction program, with SATCOM bandwidth requirements which involved complex communication systems requirements. Binary applied their ODEA™ methodology to rapidly define required outcomes across stakeholders and organizations and align with mission requirements. Results included a $12M first year reduction in SATCOM bandwidth fees and $48M in cost savings for the five-year budget cycle, with no reduction in capabilities.

Army CIO/G-6: Enterprise Architecture and IT/IM support for the Army’s IT Transformation Plan

Binary supported the Army CIO/G-6 in developing their IT transformation plan to enable the Army as an enterprise to achieve greater efficiencies and increased effectiveness across mission areas and functional communities. Binary provided policy, governance, technical, analytical, strategic planning, formulation of IT strategies, research and analytical support, technology program management support, process improvement support, program administrative services, knowledge management support, and other IT/IM services.
