Rose Wang
Founder and Chief Executive Officer

Rose Wang, founder and Chief Executive Officer of Binary Group, guides the overall corporate vision and strategy for the company. Ms. Wang has been instrumental in charting Binary’s transformation strategies and developing its unique methodology – Outcome Driven Enterprise Approach™. Binary has experienced tremendous growth and success under her leadership, while delivering results quickly and cost-effectively across our practice areas, saving billions of dollars and accelerating time to value for customers.
Ms. Wang is a highly regarded IT strategist and a serial entrepreneur. She was a pivotal engineering team member for Lighthouse Design, a Silicon Valley software startup. After a successful early acquisition of Lighthouse by Sun Microsystems, Ms. Wang launched an IT consulting company, Binary Consulting, securing contracts from Fortune 500 companies, including MCI, Fannie Mae, and Sprint.
Ms. Wang joined the venture-backed start-up InLine Software as their Chief Architect, leading product development of enterprise software systems. Ms. Wang also founded an online women’s business community, iBizWomen.com.
After 9/11, Ms. Wang pivoted Binary from being a Rent-A-CTO boutique practice to the Government market, bringing her commercial experience and success to the Federal Government, closing its first contract with the Army and quickly expanding within the Army and DoD CIO office as well as other defense and civilian agencies.
Ms. Wang is a thought leader on small business growth strategies and issues, technology innovations, and Government transformational methodologies and procurement policies, frequently speaking on Capitol Hill and at Federal Government and industry events. She was appointed twice to the National Women’s Business Council, a non-partisan Federal Advisory Council created to serve as an independent source of advice and counsel to the President, Congress, and the SBA on economic policy issues of importance to women business owners.
Ms. Wang has been recognized numerous times throughout her career for her leadership, policy, mentorship, and business accomplishments, including being named one of Fortune’s 2013 Most Powerful Women Entrepreneurs, as well as receiving the Woman Government Contractor of the Year Award from American Express OPEN in 2013 and SmartCEO’s Industry Star Award in 2014.
Ms. Wang is passionate about entrepreneurism. She is a mentor and coach for entrepreneurs and aspiring business leaders. She sits on several advisory and governance boards of directors. Her personal passion is to help cancer patients advocate and navigate the health care world.
Ms. Wang earned her master’s degree in Computer Science from University of Houston and a Bachelor of Science and Bachelor of Arts from Beijing Polytechnic University. Rose also earned two MBAs from Georgetown University and ESADE (Spain) respectively.
Kelly Boehringer
Chief Legal Counsel and Contracts

As Binary’s General Counsel and Chief Compliance Officer, Ms. Boehringer is responsible for all legal, corporate governance, compliance, and human capital initiatives for the company. She also serves as the company’s Secretary.
Ms. Boehringer brings over 20 years of private and in-house legal experience providing executive-level strategic, business-focused advise on a broad range of topics, including government contracts, labor & employment, corporate governance, acquisition integration, policy development and risk management. Ms. Boehringer has practiced law in a variety of industries.
Prior to joining Binary Group, Ms. Boehringer was a partner at Mav6, LLC, a government services company, where she served as General Counsel and VP of Human Resources. While at Mav6, Ms. Boehringer served on the leadership team that oversaw the company’s explosive revenue and personnel growth, resulting in the firm being named to the Inc. 500 annual list of America’s Fastest Growing Companies in 2011 and 2012. She also served as the company’s Secretary and Empowered Official, responsible for compliance with all federal export laws and regulations.
Before focusing on the government vertical, Ms. Boehringer provided general corporate legal advice and executive-level human resources support to a variety of consulting clients, including Mobilex USA, a national start-up mobile diagnostic company with approximately 1,000 employees. As a consultant, Ms. Boehringer partnered with clients to develop best practices in critical functional areas, business solutions and risk mitigation strategies that positioned the companies for successful growth.
Ms. Boehringer was recruited from private practice to become an inaugural member of an in-house legal department at Integrated Health Services, Inc., a Fortune 500 healthcare company. Specializing in labor and employment law, Ms. Boehringer managed all union and employment matters for the 100,000+ employee firm operating in 42 states, and regularly assisted the company’s team of regional HR Managers. She was promoted to SVP of Corporate Human Resources, responsible for all employment policy, procedures and practices, and risk management affecting a multitude of subsidiaries and three business lines, while simultaneously retaining her responsibilities as Senior Corporate Counsel.
Ms. Boehringer began her legal career as an Associate at the national firm of McGuireWoods, LLC. As a member of the litigation team, Ms. Boehringer represented management in matters concerning product liability, insurance defense, insurance coverage disputes, and traditional labor and employment practices.
Ms. Boehringer earned her law degree with honors from American University, The Washington College of Law. Before law school, Ms. Boehringer attended George Washington University, where she graduated with honors with a Bachelor’s degree in Political Science. She is an active member of the Virginia bar.
Karen Vogel
Chief Revenue Officer
Ms. Vogel is responsible for the strategy and execution of Binary’s business development, proposal, strategic partner, and marketing efforts. Karen joined the company in 2012 to focus on repositioning the company and new business development efforts. Due to the company’s success in high growth areas, her role was expanded to include all business development and capture efforts. Karen has been instrumental in Binary’s continued revenue growth, development of new capability areas and technology solutions to better serve customers, and expansion of our customer and teaming partner base.
An accomplished business strategist and entrepreneur for nearly 30 years. Karen honed her skills at Fortune 500 firms, media companies, and technology start-ups. She has successfully launched businesses / divisions, expanded into new markets / customer targets, and introduced new solutions and services, achieving rapid revenue growth from new and existing customers, expanded brand positioning and awareness across the federal and b2b markets, and market penetration in highly competitive markets.
Karen has held sales and marketing leadership roles at Citicorp, Reed Elsevier (global publisher and trade show organizer) and technology companies. She also led major accounts for two marketing agencies, including an Ogilvy agency. Ms. Vogel was instrumental in the successful launch and corporate acquisition a few years later of b-there.com, a $40+M venture-backed event & housing management SaaS solution. At Visual Mining, a data visualization software provider, she helped turn around declining sales and customer base to generate 20% year-over-year revenue growth, a 50% growth in customer revenue and retention, and led the expansion into the Federal Government, landing the first contract with the FAA for the company’s analytics dashboard solution.
After the b-there acquisition, Karen founded an event management firm, New Generation Event Solutions, working with Gartner, JP Morgan, GSK, Bayer, Tyco Healthcare (a Medtronic company), and other clients to improve their event and exhibit results. She secured $1M in seed funding to launch her own event, The Women’s Congress, a global trade show & conference and online community for women entrepreneurs and corporate executives.
She is also the founder and CEO of Start It Up, a business and revenue accelerator, where she works with government contractors and corporations to implement new strategies and initiatives to achieve results quickly, and Event Performance Group, an event management company focused on government and corporate events. Karen is passionate about business and mentors many entrepreneurs.
Ms. Vogel has been recognized numerous times throughout her career for her leadership and business accomplishments. Ms. Vogel has a B.S. in Marketing from Arizona State University and she is a certified event management professional (CEM) and dog trainer (CDT).In Remembrance – Robert Ringdahl, President of Binary Group
Robert served as Binary Group’s president from 2018 to 2019, leading the company operations. Bob displayed his passion for life outwardly and lived life to its fullest, and he continued so even when faced with the toughest fight of his life when diagnosed with cancer. Robert “Bob” Allen Ringdahl passed away peacefully on November 4, 2019, after a 9-month battle with metastatic melanoma.
Since his commission in the US Army, Bob’s entire career was dedicated to the nation’s defense and its IT systems. After active duty, Bob worked as a contractor and a civilian in the Army, and later as an executive consultant and service provider to the government. Among his many professional accomplishments, Bob was most proud to have built the MISER computer system at White Sands Missile Range as one of the earliest such systems in the Army.
Bob was generous of his time and resources to his family, friends, church, and community. He loved traveling with his wife around the world, exploring new cultures, and making new friends. He enthusiastically embraced the Chinse side of the family and traditions, and he traveled to China on multiple occasions.
Robert received an ROTC scholarship and earned a bachelor’s degree in Mathematics at Oklahoma State University.
