Property Condition Assessments (PCA) is a national multi-disciplined architectural and engineering consulting firm that specializes in providing property condition and energy and environmental assessment services covering all architectural and engineering disciplines associated with a broad range of property types, including office (low-, mid-, and high-rise) industrial, mixed use, municipal (operations, public works, courts, fire department, parks and recreation, etc.), healthcare (medical offices and hospitals), laboratory, multifamily residential, marinas, educational, libraries, and other buildings and structures.
PCA was established in 1997 and is headquartered in Brea, California. PCA’s professional staff are located in most states and every major metropolitan area throughout the United States, including AZ, GA, CA, CO, FL, IL, NJ, NY, NC, OR, MD, MA, MT, RI, SC, TX, UT, VA, DC, and WA.

Leadership
Dania Phillips
President
Ms. Phillips is President of Binary Group and a 22-year veteran of the PCA organization, where she serves as Executive Vice President. She has a broad understanding of all property types and varied construction characteristics, having worked on equally varied and complex transactions, including large multi-state portfolios. She works closely with the Binary team and clients to bring the resources and assessment expertise of PCA to successfully support Binary’s federal government clients and deliver exceptional results.
At PCA, Ms. Phillips is responsible for establishing and executing contracts with clients and working directly with their legal departments when establishing master service agreements. She also provides supervision to the sales team in determining scopes of services for every client project and oversees marketing activities to drive the company’s marketing strategy.
She is a graduate of Utah Valley University with an Associate of Science in Business Administration and Sociology and is a Licensed Real Estate Agent in the states of California and Georgia.
Karen Vogel
Chief Revenue Officer
Ms. Vogel is responsible for the strategy and execution of Binary’s business development, proposal, strategic partner, and marketing efforts. Karen joined the company in 2012 to focus on repositioning the company and new business development efforts. Due to the company’s success in high growth areas, her role was expanded to include all business development and capture efforts. Karen has been instrumental in Binary’s continued revenue growth, development of new capability areas and technology solutions to better serve customers, and expansion of our customer and teaming partner base.
An accomplished business strategist and entrepreneur for more than 30 years. Ms. Vogel honed her skills at Fortune 500 firms, media companies, technology start-ups, and marketing agencies. She has successfully launched businesses / divisions, expanded into new markets / acquired customer targets, and introduced new solutions and services, achieving rapid revenue growth, amplifying brands, and expanding market penetration in highly competitive markets.
Ms. Vogel has held leadership roles at Citicorp, Reed Elsevier, and several technology companies where she led revenue growth, new customer acquisition, market expansion, and launch efforts to successful outcomes. Ms. Vogel was instrumental in the successful launch and acquisition of b-there.com, a $40+M venture-backed technology provider. At Visual Mining, a data visualization software provider, she helped turn around declining sales and customer base to generate 20% year-over-year revenue growth, a 50% growth in customer revenue and retention, and led the expansion into the Federal Government market.
Karen has launched several companies, including Start It Up, a business and revenue accelerator focused on supporting government contractors.
Ms. Vogel has been recognized numerous times throughout her career for her leadership and business accomplishments. Ms. Vogel earned a B.S. in Marketing from Arizona State University.
